Safe Agriculture/Food Export (SAFE) Project FY2021 Merit Extension Performance Evaluation

NCBA CLUSA invites proposals to conduct a performance evaluation of the for the 2 years, $5.4 Million FY2021 Merit Extension of the Safe Agriculture/Food Export (SAFE) Project in the Dominican Republic, known locally as ProGana, funded by the United States

Department of Agriculture (USDA) Food for Progress (FFPr) program. SAFE is implemented by NCBA CLUSA in partnership with la Junta Agroempresarial Dominicana (JAD), la Fundación REDDOM, GENEX, ASOCARNE, and ADHA from September 2015-September 2023. The project seeks to improve the productivity, quality, and access to markets for Dominican beef and dairy products in nine (9) provinces through the improvement of the beef and dairy market system.

The Merit Extension Evaluation has three main objectives: 1) assess performance, i.e. whether the project has achieved the expected results for the extension period, 2) in-depth analysis of the USDA Food Safety and Inspection Service (FSIS) equivalence process and SAFE’s contribution to FSIS equivalence being reinstated in the DR, and 3) assess to what extent the recommendations from the Final Evaluation were incorporated in the extension period and are associated with the results obtained.

The assignment is expected to last through at least until June 2023, or until USDA provides final approval of the evaluation report. Applicants are expected to have strong experience conducting performance evaluation of donor funded project of similar scope with experience in livestock (beef & dairy). Experience conducting fieldwork in Dominican Republic is strongly preferred.
