Job Opportunity: Chief of Party – PENDING AWARD
Project: USAID-funded Feed the Future
Are you a proven leader with a passion for creating lasting impact? NCBA CLUSA is looking for an exceptional candidate for the role of Chief of Party (COP) for an upcoming, anticipated USAID-funded Feed the Future project in Madagascar. This transformative five-year initiative aims to reduce poverty and malnutrition while building resilience in households, communities, and systems to better withstand challenges such as market volatility, climate shifts, and conflict.
Key Responsibilities:
- Provide technical leadership and oversee project design and implementation.
- Lead planning and reporting with internal and external stakeholders, including annual work plans with sub-recipients.
- Coordinate with NCBA CLUSA HQ for quality communications and reporting; represent the project to USAID, government entities, partners, and stakeholders.
- Ensure effective team coordination, supervise staff, and build a diverse team for sustainable project outcomes.
- Integrate community-based approaches, gender sensitivity, social inclusion, and capacity building.
- Oversee USAID resource use, ensure financial compliance with Federal Acquisition Regulations (FAR) and AIDAR policies and procedures, and manage budgeting and spending.
- Work closely with home office and in country security teams to develop and maintain safety systems for all staff.
Ideal candidate: You have significant leadership, management, and international development experience; a demonstrated track record in managing integrated food security/food systems programs, solid professional reputation successfully managing USAID projects and private-sector relations; and experience successfully implementing USAID contracts or cooperative agreements. You will also have the ability to effectively coordinate agreement management and implementation tasks, liaise with USAID/Madagascar on technical matters, and respond to the USAID Contract/Agreement Officer Representative.
QUALIFICATIONS:
- A Master’s degree or equivalent in international development, agriculture, integrated rural development, environmental sciences/management, climate/adaptation, economics or other related fields.
- Demonstrated expertise and a minimum of 10 years of experience in development working and managing field-based projects/activities. At least five years of COP, or deputy COP, or equivalent supervisory experience and expertise in technical areas of integrated rural development, resilience and livelihoods. Management experience in large, complex food and nutrition security activities preferred.
- Demonstrated ability to build and maintain relationships with government counterparts in the cooperating country, USG donors, and other key stakeholders and partners.
- Ability to successfully recruit, train, build capacity, motivate and manage staff, consortium partners, and/or sub-partners.
- Ability to negotiate and manage agreements and all required programmatic and financial reporting requirements.
- Demonstrated understanding of USAID contract rules and regulations.
- Proven ability to produce results in challenging contexts and the capacity to effectively deal with and resolve conflict.
- Excellent communication (both oral and written), analytical, organizational, interpersonal, and cross-cultural skills.
- Fluency in French and English is required.
- Demonstrated ability of building strong teams and to collaborate across organizations, sectors, and cultures with strong communications and interpersonal skills.

- Ability to travel a minimum of 20%
