Job Opportunity: Director of Finance and Administration – PENDING AWARD
Project: USAID-funded Feed the Future
As the Director of Administration & Finance for an upcoming, anticipated USAID-funded project in Madagascar., you’ll be the driving force behind our operational and financial success. You’ll lead the charge in optimizing our administration and finance functions to achieve our goals. Your expertise will ensure seamless operations, financial transparency, and a forward-thinking approach to organizational growth. This transformative five-year initiative aims to reduce poverty and malnutrition while building resilience in households, communities, and systems to better withstand challenges such as market volatility, climate shifts, and conflict.
Key Responsibilities:
- Collaborates with the Chief of Party (COP), technical staff, HQ, and USAID to ensure compliance with policies and efficient resource management.
- Develops and maintains financial policies, procedures, and controls aligned with donor and audit requirements (e.g., OMB Circulars A-122, A-133).
- Oversees finance, HR, logistics, procurement, administration, and IT, consulting HQ as needed.
- Guides procurement processes to comply with USAID policies and local laws, coordinating with stakeholders for full compliance.
- Manages procurement activities per policies and donor regulations, ensuring timely financial reporting, reconciliations, and expenditure forecasts.
QUALIFICATIONS:
- Bachelor’s degree in finance, accounting or related field; Master’s degree preferred.
- Demonstrated experience in operations support function encompassing financial management, Human Resources management, logistics, supply chain management, and administrative services.
- Minimum 10 years’ of progressively responsible experience in administrative and financial management of large USAID or other donor-funded development projects.
- Demonstrated experience in a managerial purchasing/procurement role, preferably in a nonprofit or international organization.
- Ability to maintain strong cooperative relationships with other departments and interact effectively with international and national personnel both in a managerial and training capacity while demonstrating the ability to multi-task, meet deadlines and process information in support of changing program activities.
- Knowledge of US Federal regulations (22CRF226), Standard Provisions and A-133).
- Requires working knowledge of the administrative, financial, operational, and contractual management of international development programs and applying US government rules and regulations that govern foreign assistance development financing.
- Mastery level in accounting including general ledger, accounts payable, accounts receivable, payroll, budget forecasting, general audits, A-133 audits, and financial analysis.
- Previous supervisory experience required.
- Excellent track record of good interpersonal, supervision, leadership and managerial skills.
- Proficiency in MS Excel, Word, PowerPoint, Web Conferencing applications, and Access plus working knowledge of accounting and procurement software particularly QuickBooks is preferable.
- Demonstrated professional fluency in oral and written communication skills in English and French, required.
- Willingness and ability to travel within Host Country.
