The National Cooperative Business Association CLUSA International (NCBA CLUSA) is seeking a candidate for the position of Chief of Party for anticipated USAID-funded “New Environmental and Economic Reactivation Partnerships Initiative” (ENEERPI) in Ecuador. The purpose of Program is to Strengthen Solid Waste Management in the Galapagos and Manabí, Ecuador. The Activity has two objectives: (a) create a financially and ecologically sustainable circular economy for solid waste (b) Landfill management capacity to be strengthened in order to reduce plastic waste runoff and significantly increase the quantity of recyclable materials collected, while improving work and economic conditions for informal waste collectors.
The Environmental Compliance Manager ensures there is oversight to NCBA CLUSA’s compliance with environmental, engineering, and construction regulations, all related requirements; policies and procedures, and NCBA CLUSA’s budgeting. This position focuses on providing technical and environmental leadership on permitting and evaluating environmental impacts of the Program. The Manager reports to the Chef of Party.
The expected duration of the Program is up to 60 months, beginning in October 2023. This will be a contract position pending award from USAID.
Essential Areas of Responsibility:
- Develop the Environmental Mitigation and Monitoring Plan (EMMP) in line with USAID rules and regulations and any requirements set by the Ecuadoran government.
- Work with project technical and grants and subcontracts teams to prepare and implement the required environmental compliance documentation for each planned activity as necessary. Participate in a regularized review, developing quarterly environmental compliance reviews.
- Serve as liaison between NCBA CLUSA and regulatory agencies regarding environmental inspections, permits, and reporting. Responsible for managing activities related to the program’s environmental permits, and health and safety procedures.
- Play an active role in any procurements that require environmental review. Analyze procurement documents and contracts to ensure their compliance with the program’s EMMP.
- Performs other, related duties as assigned. These duties may not be specifically listed in this description, but which are within the general nature typically associated with the employee’s level of work.
Successful candidates will have the following qualifications:
- Bachelor’s degree in environmental engineering, environmental science, waste management, or a related field; Master’s degree in the above fields preferred.
- 8+ years of progressively responsible experience implementing and managing environmental and safety programs.
- Knowledge regarding environmental and safety regulations and practices of Ecuador preferred.
- In-depth understanding of USAID programs with environmental construction components and knowledge of donor regulations and requirements for construction activities strongly preferred.
- Demonstrated understanding of USAID rules and regulations.
- Demonstrated ability to build and maintain relationships with government counterparts responsible for permits, safety and environmental regulation, USG donors, and other key stakeholders and partners.
- Possess a high level of emotional intelligence, tact, and diplomacy; able to model respect in the workplace and for partners.
- Excellent written and oral communication skills, including an engaging style for public presentations, and analytical, interpersonal, and cross-cultural skills.
- Fluency in Spanish and English is required.
- This position will be based in Quito, Ecuador, with field travel for Program implementation and/or Program management duties.
