Job Opportunity: Monitoring, Evaluation, and Learning Manager – PENDING AWARD

Are you a proven leader with a passion for creating lasting impact? NCBA CLUSA is looking for a Monitoring, Evaluation, and Learning (MEL) Manager to join our team for an upcoming, anticipated USAID-funded project in Madagascar. This transformative five-year initiative aims to reduce poverty and malnutrition while building resilience in households, communities, and systems to better withstand challenges such as market volatility, climate shifts, and conflict.
Key Responsibilities:
- Develop and implement SOPs for data collection, management, analysis, and reporting, ensuring quality through standardized processes, methodologies, and tools.
- Train and supervise M&E staff and enumerators on USAID requirements, project indicators, and best practices for accurate data collection and implementation.
- Lead the design, implementation, and maintenance of a real-time online data collection and analysis platform.
- Manage routine tracking and reporting of performance indicators and support USAID evaluations (baseline, mid-term, and end-line) and project-specific research.
- Collaborate with the COP and project staff to review program performance and recommend adjustments.
- Build capacity of staff, partners, and government entities in data management, analysis, and dissemination.

- Work with partners and staff to document best practices, lessons learned, and case studies.
- Employ innovative methods (e.g., outcome harvesting) to analyze outcomes.
- Facilitate collaborative learning and effective information sharing for adaptive management.
QUALIFICATIONS:
Bachelor’s degree in social science or related. Master’s degree preferred.
- Experience in SPSS, STATA, SAS or other statistical software.
- Minimum 8 years of experience managing monitoring and evaluation (M&E) for large scale, complex, international development assistance programs.
- Experience with USAID programs and knowledge of USAID rules and regulations.
- Previous experience in the agriculture or nutrition sectors preferred.
- Proven experience developing indicators, logical frameworks and managing performance monitoring plans to meet program objectives and providing recommendations to inform program activities.
- Experience with MIS system, designing evaluation tools, data collection, data quality management and analysis.
- Excellent communication and interpersonal skills.
- Ability to organize and manage multiple priorities.
- Commitment to company mission, vision, principles, and values.
- Excellent computer skills (Outlook, Word, Excel).
- Competency in French and English.
