CLIMATE-SMART PUERTO RICAN COFFEE (PRCSC)

SHADE AND HARDWOOD SEEDLING ACQUISITION

 This Request for Proposal (RFP) is aimed at soliciting proposals from qualified tree nurseries in Puerto Rico interested in providing no less than ONE HUNDRED AND THIRTY-FIVE THOUSAND (135,000) USDA National Resources Conservation Service-Puerto Rico (NRCS-PR) standard conservation practice recommended Shade and High-Value Hardwood Seedlings (“Plants”), including, but not limited to, the species commonly known as Cojoba, Guaba, Moca, Guamá, Maga, Capa Prieto, Cedro, Moralon, Caoba, to the “Climate-Smart Puerto Rican Coffee (PRCSC) Project” known in Puerto Rico as Café del Futuro, funded by the United States Department of Agriculture (USDA) NRCS Partnerships for Climate-Smart Commodities program and implemented by an NCBA CLUSA-led consortium. This request calls for an established contractor with demonstrated resources in Puerto Rico, experience, and a stellar record of quality and delivery who can undertake the provision of the stated volume of “Plants” in the required period. Contractors’ production of “Plants” as well as the selection of seeds must be compliant with Attachment A.

NCBA CLUSA is leading a consortium of farmer organizations and minority-serving institutions in Puerto Rico to pilot a project that provides technical and financial assistance to 2,000 underserved Puerto Rican coffee producers to voluntarily adopt climate-smart agriculture and forestry practices that meet NRCS practice standards in the production of climate-smart commodities, primarily coffee leaf rust/climate change-resistant varietals of arabica coffee over four years. The project seeks to distribute 2,600,000 coffee leaf rust/climate change-resistant seedlings as well as 135,000 shade and hardwood plants to the 2,000 producers principally located in 10 municipalities to rehabilitate and renovate their coffee farms as well as facilitate the application of climate-smart agroforestry (CSAF) conservation practices.
