Job Opportunity: Monitoring, Evaluation and Learning Manager – PENDING AWARD

Project: USAID Climate Change Mitigation through Sustainable Land Use

NCBA CLUSA is currently seeking a qualified candidate for the position of Monitoring, Evaluation, and Learning (MEL) Manager for anticipated USAID-funded funded Climate Change Mitigation through Sustainable Land Use project in Ecuador seeking to translate USAID’s Climate Change Strategy into action through improving sustainable livelihoods and promoting natural climate solutions through Greenhouse Gas (GHG) reduction and mitigation efforts. This new activity will target areas in Ecuador impacted by deforestation and land degradation through generating measurable results in terms of avoided emissions, reduced emissions, and carbon sequestration, supporting the conservation, restoration, or management of Ecuadorian landscapes with a climate change mitigation benefit, and mobilizing climate financing.

Key Responsibilities:

Organization and Management of M&E Functions (60%)

  • Develop SOPs for data processes, ensure quality data collection, and train M&E staff.
  • Ensure quality data collection by implementing standardized processes, methodologies, and tools.
  • Participate in  USAID-sponsored evaluations and project research.

Strengthening Systems and Capacities (20%)

  • Build capacity in data management across staff, partners, and government entities.
  • Ensure gender and social inclusion in M&E and collaborate to improve performance.

Learning and Knowledge Management (20%)

    • Document best practices, conduct studies, and apply new methods for understanding outcomes.
    • Lead collaborative learning for decision-making and adaptive management.

Ideal Candidate: You are an experienced M&E Manager who is passionate about data-driven decision-making, capacity building, and adaptive management.

QUALIFICATIONS:

  • Bachelor’s degree in social science, Master’s degree preferred.
  • Experience in SPSS, STATA, SAS or other statistical software.
  • Minimum 5 years of experience managing monitoring and evaluation (M&E) for large scale, complex, international development assistance programs.
  • Experience with USAID programs and knowledge of USAID rules and regulations.
  • Previous experience in greenhouse gas (GHG) reduction, forestry, ecosystem management, biodiversity, and sustainable land use preferred.
  • Proven experience developing indicators, logical frameworks and managing performance monitoring plans to meet program objectives and providing recommendations to inform program activities.
  • Experience with MIS system, designing evaluation tools, data collection, data quality management and analysis.
  • Excellent communication, writing, and interpersonal skills.
  • Ability to organize and manage multiple priorities.
  • Commitment to company mission, vision, principles, and values.
  • Excellent computer skills (Outlook, Word, Excel).
  • Fluent in Spanish and English.
