PRICE funding can be used to help manufactured housing communities purchase the land on which their community is located—a critical step in transitioning to a Resident-Owned Community.

The Department of Housing and Urban Development (HUD) is currently accepting applications for Preservation and Reinvestment Initiative for Community Enhancement (PRICE) grants. As the first federal programmatic investment in manufactured home communities (MHCs), PRICE grants will invest $225 million for the preservation and revitalization of these communities, including those organized cooperatively as Resident-Owned Communities (ROCs). Eligible applicants, including cooperatives, nonprofit entities (including consortia of nonprofit entities), and Community Development Financial Institutions (CDFIs) must submit an application by 11:59 EDT on June 5, 2024.

Of the $225 million available in PRICE funding, $200 million is reserved for the main PRICE competition (PRICE Main). Eligible uses for PRICE Main competition include activities to preserve existing MHCs and manufactured housing units, including the repair, rehabilitation and replacement of existing manufactured homes; infrastructure improvements; and planning and resilience activities. PRICE Main funding can also be utilized to assist cooperative owner-renters in acquiring the land on which their community is located—a critical step in transitioning to a Resident-Owned Community.

Funding can also be utilized to assist cooperative owner-renters in acquiring the land on which their community is located—a critical step in transitioning to a Resident-Owned Community.

Additionally, $25 million is reserved for the PRICE Replacement Pilot Program Grants, enabling the replacement of manufactured housing units—especially those in disrepair—with up to four units of affordable housing, gently increasing density and ensuring future affordability.
