On January 28, a U.S. District Judge issued a stay to delay implementation of the White House Office of Management and Budget memo that sought to pause implementation of federal programs and grants. The memo directs federal departments and agencies to complete a review of programs to ensure compliance with recently issued executive orders. While the federal funding pause was set to go into effect on January 28 at 5 p.m. EST, the court’s ruling has extended the deadline to 5 p.m. on February 3 

Separately, FAQ Guidance from OMB issued on January 28 stated that Social Security and Medicare are exempt from the review process along with other “direct benefit” programs. Examples of programs that would not be paused included Medicaid, the Supplemental Nutrition Assistance Program (SNAP), rental assistance, Pell Grants, funds for small business and farmers, and other similar programs.
