SCOPE AND PURPOSE
The NM&P Director will work in a highly collaborative environment across teams, business development, technical and program management staff, and regional and country offices. This position will build on NCBA CLUSA’s programs and capacities and leverage these to enter new markets, develop strategic partnerships, fundraise and grow our footprint and portfolio in Asia and elsewhere to mitigate the decrease in overall USG funding. The NM&P Director will build relationships with private, multilateral and other bilateral donors and lead proactive identification of project opportunities, lead field design work and ensure proposals to new donors reflect a compelling written statement of work. This person will ensure that proposals capture the mission and values of NCBA CLUSA and remain compliant with new donor requirements. This is a position reporting to the Senior Director of Programs and Innovation in close coordination with the Senior Director of Business Development and Senior Vice President of Development.

ESSENTIAL AREAS OF RESPONSIBILITY:
• Leads the market expansion strategy for Asia and the Pacific, including market research, competitive analysis, and pipeline development.
• Conducts market research and intelligence to identify and capture growth opportunities with new donors and in emerging markets, including field visits and maintaining a pipeline of non-USG prospects.
• Fosters new donor and private partner relationships.
• Leads capture, project design and proposal preparation and writing for multiple donors – USDA, ADB, Australian and others – ensuring high technical quality throughout.
• Identifies key strategic partners with whom NCBA CLUSA can undertake active programs.
• Works with the Program and BD teams to identify new business in Asia and elsewhere and execute bid decisions.

• Develops a strong communication strategy and materials to target new donors and partners.

• Represents the organization at industry events, conferences and partner meetings.

• Develops KPIs and metrics to assess new market opportunities and partnership effectiveness.
• Supports the Development department’s contributions to organizational knowledge management and learning processes.
• Performs any other related duties as required or assigned.
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or ability required.

EDUCATION, SKILLS, AND EXPERIENCE:

• Requires a bachelor’s degree, Graduate degree preferred
• A minimum of ten years of experience including three years of supervisory experience, or equivalent relevant work experience.
• Prior overseas experience in a developing country is preferred.
• Experience working on
• Knowledge of USAID regulatory procurement processes and cycle, and key USAID initiatives (such USAID’s Private Sector Engagement policy) are required.
• Proven track record in successful business and program development design and development of technical and cost proposals.
• Familiarity in one of NCBA CLUSA core sectors: food security and agriculture, democracy and governance, natural resource management, cooperative development, integrated women and gender initiatives, and community-based health.
• Strong research, analytical, planning, coordination, and time management skills.
• Excellent interpersonal skills with demonstrated ability to manage proposal processes and team relationships to ensure effective collaboration by various contributors to the process, including contributors from multiple offices/units and at all levels of the organization.
• Demonstrated ability to handle the high stress environment of business development with diplomacy.
• Demonstrated good judgment and ability to prioritize multiple tasks simultaneously and work proactively.
• Proven ability to perform effectively under pressure and meet tight deadlines while maintaining a collaborative and professional approach.
• Ability to synthesize information from various sources into a compelling proposal.
• Proficiency using MS Windows and MS Office products including Excel, Word, and PowerPoint, and Web Conferencing Applications.
LANGUAGE: Excellent editing and writing skills with fluency in English is required; additional skills in French, Spanish and/or Portuguese is highly desirable.
TRAVEL REQUIREMENTS: Ability to travel up to 30%.
