Summary

Building upon our 60 year-history supporting communities in the Latin America and the Caribbean (LAC) region, NCBA CLUSA is partnering with multiple organizations to address the root causes of irregular migration in Central America through its role as a consortium member on the Central America Regional Support Services (CARSS) IDIQ.  

The CARSS IDIQ will provide USAID Regional and Bilateral Missions within LAC with a flexible, streamlined, and totally integrated set of service solutions to address the root causes of irregular migration from Central America to the United States, particularly those related to economic opportunity and markets, financial inclusion, governance and transparency, climate change, crime, and insecurity. 

In support of this goal, CARSS will support several strategic objectives, including:  

  • Addressing economic insecurity and lack of economic opportunity. 
  • Strengthening democratic governance, reducing violence, promoting respect for human rights and a free press, and addressing migration dynamics. 
  • Improving resilience to climate, food security, and health threats. 
  • Strengthening the capacity of local partners and providing Technical and management expertise to USAID missions 

Within these objectives, NCBA CLUSA will support USAID and its partners by implementing activities in enabling environment, financial inclusion, job creation, climate change, agriculture, food security, and cooperative development.
